Thermostat problems: If the elements appear to be working, but the oven just doesn’t seem hot enough, there may be an issue with your appliance’s thermostat. The easiest way to confirm whether your oven thermostat is working correctly is to place an oven-safe thermometer inside your appliance. Once you’ve allowed ample time for your oven to preheat, check the oven thermometer. If there is a substantial difference between the temperature you selected on your oven control knob/panel and the temperature displayed on your oven thermometer, the thermostat is probably malfunctioning and should be replaced.
